North Carolina has unveiled a comprehensive approach to artificial intelligence with the publication of its AI Strategic Roadmap. This initiative, led by Governor Josh Stein’s AI Leadership Council, outlines key strategies to navigate the complexities of AI’s integration into daily life and work.
“Artificial intelligence is already changing how we work, learn, and serve the people of our state, and North Carolina must lead with urgency and care,” stated Governor Josh Stein. “This roadmap gives our state a strategy to protect people from harm, prepare our workforce for opportunity, and transform how government serves the public. Together, we can make North Carolina a place where innovation and trust move forward together.”
The roadmap was crafted with input from diverse stakeholders in the private sector, government, education, and labor. It presents 17 strategic goals categorized under three main priorities:
- Protect residents from AI-related harms by ensuring robust protections for workers, consumers, and public systems.
- Prepare the workforce and maintain North Carolina’s reputation as the Top State for Business by equipping residents with the skills necessary for both current and future job markets.
- Transform government operations to enhance service delivery for North Carolinians.
The plan emphasizes leading in trustworthy AI, improving AI literacy, supporting the workforce, protecting against fraud and scams, safeguarding privacy, and promoting accountability. The objective is to balance ethical governance with technological advancement, ultimately benefiting all community sectors.
“This is not just a technology plan. It is a plan to build public trust,” remarked NCDIT Secretary and State Chief Information Officer Nate Denny. “People are relying on AI to interact with information, government services, and one another. That means North Carolina has a responsibility to put the right governance, safeguards, training, and transparency in place so AI is developed responsibly, deployed thoughtfully, and used in ways that improve lives.”
“AI will play a major role in the future of work, business, and economic competitiveness,” commented North Carolina Commerce Secretary Lee Lilley. “This roadmap positions North Carolina to help workers build new skills, help businesses responsibly adopt new tools, and help communities prepare for the economy of the future. By bringing together government, education, labor, and the private sector, we can make sure AI strengthens opportunity in every region of our state.”
The AI Leadership Council was established by Governor Stein through Executive Order 24 in 2025. The council’s role is to advise and support the Governor and state agencies in AI strategy, policy, and training, aiming to foster innovation, support AI-driven industries, and prepare the workforce for technological shifts. Recently, the General Assembly also formed the North Carolina AI Caucus, a bipartisan group focused on advancing responsible AI policies.
