Weekly NCDOT Financial Updates Ensure Transparency
RALEIGH – In an effort to maintain transparency and adhere to Session Law 2019-251 set by the N.C. General Assembly, the North Carolina Department of Transportation (NCDOT) releases a weekly financial update every Friday. Known as the “NCDOT Cash Watch Numbers” report, this document provides a concise overview of the department’s expenditures.
On weeks when holidays result in office closures, the report and its accompanying release are issued on the nearest working day.
The most recent cash report, along with archived editions, is available for public viewing on this NCDOT webpage.
Each weekly report begins by stating the combined cash balance from the previous report. It then details receipts, provides a broad categorization of disbursements, and lists the ending combined cash balance. The report also features a quick view of “reserved cash” balances, which are allocated for specific projects and held in a “Trustee Account” until they are needed. These funds are designated for projects funded by Build NC bonds, GARVEE bonds, or Energy Savings-Roadway lighting funds.
As revenues are collected and expenditures are made, the cash balance naturally varies daily. However, the official monthly cash balance is calculated at the end of each month after all line items are reconciled. Thus, weekly balances should not be considered a representation of the final monthly cash balance.
