Dallas Water Utilities Plans Grouting Project on Abandoned Wastewater Main

Major Construction Project Planned for Garland Road and White Rock Trail

Significant construction activities are set to take place near Garland Road and White Rock Trail in Dallas, as Dallas Water Utilities (DWU) teams up with Park and Recreation (PKR) and Transportation and Public Works (TPW) departments to grout an abandoned 36-inch diameter wastewater main. This project involves approximately 2,800 feet of pipeline between E. Lawther Drive and San Rafael Drive.

Earlier in the year, a sinkhole was discovered close to the trail above the unused wastewater pipeline, leading to immediate backfilling. Continuous monitoring has been in place until the grouting work can commence. The planned grouting is a preventative measure aimed at mitigating the risk of future sinkholes.

The contractor is scheduled to begin work in the week of June 15, 2026, with a completion target of September 2026. Extensive coordination has been undertaken among DWU, PKR, TPW, and the Texas Department of Transportation (TxDOT) to ensure a streamlined process. On-site signage will provide project details and contact information for public inquiries during construction.

Traffic and Trail Closures

Construction will necessitate the closure of the outside, westbound lane of Garland Road between E. Lawther Drive and San Rafael Drive. Work is planned from Monday to Saturday, between 7 a.m. and 7 p.m., to ensure swift project delivery. The lane will be reopened during non-working hours and on Sundays.

For safety and operational reasons, White Rock Trail between E. Lawther Drive and Winsted Drive will be closed throughout the construction period. Detour signs and message boards will guide trail users, with E. Lawther Drive between Garland Road and Winfrey Point Way closed to vehicles to facilitate a safe detour route for pedestrians.
