The Barry-Eaton District Health Department (BEDHD) is calling on eligible organizations to apply for funding aimed at enhancing substance use disorder (SUD) services in Barry and Eaton counties. This effort is part of the Overdose Data to Action (OD2A) initiative, a program funded by the Centers for Disease Control and Prevention (CDC).
The Request for Proposals (RFP) issued by BEDHD focuses on finding partners to provide linkage to care services, harm reduction support, and clinician best practice activities. These initiatives aim to curb both fatal and nonfatal overdoses while improving access to evidence-based treatments. Multiple grants may be awarded, with priority given to projects involving collaboration with other organizations.
“Data shows us where the gaps are, but it takes trusted community partners to close them,” said BEDHD Health Officer, Rebekah Condon. “This funding is intended to strengthen real-time connections to care, expand harm reduction efforts, and support clinicians in delivering safer, evidence-based pain management and substance use disorder care.”
Funding Focus Areas
The RFP highlights two key areas:
- Linkage to Care Services: This includes supporting navigators such as community health workers and peer recovery coaches to connect individuals with treatment and harm reduction resources, with a preference for services in Barry County.
- Clinician Best Practices: This focuses on aiding healthcare systems and providers in adopting the CDC’s 2022 Clinical Practice Guideline for Prescribing Opioids for Pain through policy improvements and provider education.
The funding available includes up to $145,000 for Linkage to Care activities and $95,000 for Clinician Best Practices, with awards depending on the scope, focus, and number of applicants selected.

About Overdose Data to Action
Overdose Data to Action (OD2A) is a multiyear initiative funded by the CDC to tackle the overdose epidemic by utilizing timely, high-quality data to guide prevention, harm reduction, and treatment efforts. BEDHD received a five-year OD2A grant in 2023 to enhance overdose surveillance and implement data-driven interventions in Barry and Eaton Counties.
