Maricopa County Prepares for Budget Finalization Amid Tax Discussions
As Maricopa County gears up for a crucial budget decision, residents are keenly watching the developments. The Board of Supervisors is set to finalize the fiscal year 2027 budget at a public hearing on June 22nd, a pivotal moment for taxpayers and officials alike. The tentative budget, previously set at $4.157 billion on May 18th, awaits final approval.
Understanding Maricopa County’s Tax Framework
Maricopa County, historically, receives a mere 11 cents from every dollar collected in property taxes. For fiscal year 2027, the county’s tax levy is positioned $278.4 million below the maximum limit defined by state law, indicating a conservative approach to taxation.
The Role of the “Truth in Taxation” Hearing
Before the budget is officially sanctioned, the county will host a “Truth in Taxation” hearing, offering the public a platform to discuss the fiscal year 2027 budget, which aims to decrease the overall tax rate. It’s noteworthy that the Board of Supervisors does not influence property values. The Limited Property Value (LPV), pivotal in tax calculations, can rise annually by 5% or match the property’s Full Cash Value (FCV), whichever is lower. This adjustment may lead to an increase in property taxes, even as the primary property tax rate is adjusted to maintain revenue levels akin to fiscal year 2021. The rate for fiscal year 2027 is set at a historic low of $1.1463, down from $1.4009 seven years prior.
The hearing, a legal requirement, allows taxpayers to express their views on proposed levies, which arise from rising property values despite a reduction in the overall tax rate:
- A 2.34% increase in primary property tax, equating to $16,463,705, would raise taxes on a $100,000 home from $112.01 to $114.63.
- A 4.54% hike in secondary property tax by the Flood Control District, amounting to $3,665,007, would increase taxes on a $100,000 home from $13.66 to $14.28.
- A 3.59% rise in secondary property tax by the Library District, totaling $1,005,417, would elevate taxes on a $100,000 home from $4.46 to $4.62.
The public hearing is scheduled for June 22, 2026, at 9:30 a.m. in the Board of Supervisors’ Auditorium, located at 205 W. Jefferson, Phoenix, Arizona 85003. This notice will be featured in the Arizona Business Gazette on June 4th and June 11th.
Following state statute guidelines, the Board will reconvene on August 17, 2026, to deliberate on the final tax levy proposal.
