Michigan’s AAM Ecosystem: $42M Investment Boosts Innovation and Jobs

DETROIT — Michigan is setting the pace for the future of aerial mobility, as evidenced by the latest report from the Michigan Office of Future Mobility and Electrification (OFME). The first Advanced Air Mobility (AAM) annual report highlights impressive strides made in 2025, with over $42 million invested in public and private AAM initiatives. This investment is poised to transform Michigan into a leader in aerial mobility innovation.

Governor Whitmer expressed enthusiasm about the state’s progress, stating, “Air mobility is our opportunity to grow Michigan’s economy, create good-paying jobs, and show the world that Michigan is the best place to build, innovate, and invest.” The Governor has been instrumental in driving this vision forward through the signing of Executive Directive 2025-4, which empowers OFME to lead statewide efforts in scaling the AAM ecosystem.

The report outlines Michigan’s strategy across six key areas: testing infrastructure, production capacity, deployment, workforce development, public engagement, and funding. These areas are critical to realizing the state’s ambitious goals in aerial mobility.

Expanding Testing and Infrastructure

Under the AAM Directive, Michigan has significantly boosted its AAM infrastructure. The state now hosts nine active test sites, including facilities in Alpena, Detroit, and at Gerald R. Ford International Airport, offering a comprehensive setup for cargo, surveillance, and future passenger aviation testing.

Boosting Production Capacity

The Make It in Michigan Mobility Prototyping Grant Program, which expanded to a $2 million fund, is a cornerstone of OFME’s strategy to enhance production capabilities. This initiative, alongside support from the Centrepolis Accelerator, is attracting manufacturers like Birdstop to Michigan, further strengthening the state’s supply chains and job market.

Encouraging Public-Sector and Commercial Engagement

OFME is actively pushing AAM adoption through four high-impact projects. These include CVS Health’s medical-drone operations and a search-and-rescue initiative led by blueflite. Additionally, the AAM Statewide Mobility Challenges invite state agencies to integrate drone technologies, fostering growth in both public services and commercial markets.

Developing a Skilled Workforce

A thorough workforce needs assessment involving 36 manufacturers has identified critical gaps in engineering and technical skills. This analysis is guiding the creation of new training programs in collaboration with educational institutions, preparing Michigan’s workforce for the demands of the AAM industry.

Enhancing Public Awareness

Through strategic outreach at state and national events, OFME has successfully increased public awareness and understanding of AAM technologies. These efforts have elevated Michigan’s profile as a leader in drone innovation and advanced air mobility.

Strategic Resource Alignment for Funding

OFME is aligning state resources to efficiently tap into various funding opportunities from federal, private, and philanthropic sources. By coordinating efforts across agencies like the FAA, EDA, and DOT, Michigan is enhancing its competitiveness in securing the necessary funds for AAM advancement.

Justine Johnson, Michigan’s Chief Mobility Officer, stated, “Michigan is proving that advanced air mobility isn’t a distant concept—it’s happening here, right now.” The state is committed to building an ecosystem that not only leads the nation but also strengthens its economy and communities through innovative aerial mobility solutions.

OFME, along with its partners, continues to explore ways to integrate AAM into essential public services, aiming to further the development of infrastructure, workforce, and industry support systems necessary for this burgeoning sector.
