City of Chelsea Earns Prestigious RRC Essentials Designation
LANSING, Mich. – In recognition of its streamlined development processes and community planning initiatives, the City of Chelsea has been awarded the Redevelopment Ready Communities (RRC) Essentials designation by the Michigan Economic Development Corporation (MEDC).
The RRC program, initiated statewide in 2013, is a voluntary effort that enables communities to prepare for future growth by implementing best practices in planning, zoning, and economic development. It aims to make communities more competitive and attractive for new projects by engaging stakeholders and proactively planning.
Recent enhancements to the RRC program introduced two distinct designations: “Essentials” and “Certified.” These allow communities to select a path aligned with their specific needs, goals, and resources. The Essentials designation indicates that a community has established a clear vision for its future and has adopted essential practices to achieve that vision.
“We applaud the City of Chelsea for achieving Essentials status,” stated MEDC SVP of Community Planning & Development Readiness Michele Wildman. “Chelsea has identified its desired direction for the future and has a plan to achieve its goals for the community. We look forward to building upon our relationship with the city and supporting its continued economic development efforts.”
To earn the Essentials designation, Chelsea integrated key documents and practices that ensure a predictable development process and fulfill local planning and zoning responsibilities. This involved refining internal processes to streamline development, formalizing the recruitment process for city boards, and updating the city’s website for improved transparency and citizen engagement. These efforts have resulted in high-quality documents and processes that will continue to add value.
“This has been a long-time goal for the city,” remarked City of Chelsea Mayor Jane Pacheco. “It represents the accumulation of a lot of work on behalf of city staff over a number of years. We are delighted to be recognized for the work we have done, but more importantly the designation means that we have tools and systems in place that make working with the city easier and more efficient. We look forward to the opportunities that the designation opens for the city.”

As of now, the MEDC has recognized 87 communities across Michigan at the Certified level and 35 at the Essentials level.
