Governor Declares State of Emergency for NC 12 Repairs After Storms

Emergency Declarations Highlight Urgent Repairs Needed for NC Highway 12

Severe coastal storms have left significant damage in their wake, prompting state officials to take immediate action. Governor Josh Stein has declared a state of emergency in Dare and Hyde counties, calling for federal assistance to expedite repairs on the crucial N.C. Highway 12.

“Following the back-to-back strong coastal storms that have damaged NC 12, I’ve declared a state of emergency in Dare and Hyde counties, which will allow the state to coordinate the work to restore NC 12,” said Governor Josh Stein. “NC 12 is essential, so I’m asking our federal partners to support immediate repairs and work with us to accelerate longer-term solutions for this vital stretch of highway. NCDOT and our federal partners are already working closely together, and we must build on that partnership to provide more reliable access to the Outer Banks.”

NCDOT Secretary Daniel Johnson praised the efforts of highway and ferry teams who have been working under dangerous conditions. “Our highway and ferry teams have worked tirelessly in dangerous conditions to maintain and restore access for Outer Banks communities, and I’m grateful for their dedication,” said Johnson. “As we respond to these storms, NCDOT is also working closely with the Federal Highway Administration, the National Park Service, U.S. Fish and Wildlife and other partners on longer-term solutions to strengthen NC 12’s resilience and provide more reliable access for residents, businesses and visitors.”

The region was initially hit on September 24, 2026, with a devastating storm causing extensive damage to NC 12 in Dare County and Ocracoke Island. The storm resulted in road closures and ferry service suspension, impacting travel and access to the islands. A second storm on October 16, 2026, led to further damage and necessitated an evacuation order for Hatteras Island.

In response to these events, the N.C. Department of Transportation’s Ferry Division has initiated 24-hour emergency ferry service between Stumpy Point and Rodanthe, restoring a critical link to the mainland while repairs are underway. Click here to read more about the emergency ferry schedule.

Reconstruction efforts are in full swing, with state crews working to restore over 1,800 feet of protective dunes lost to ocean overwash. They are also clearing sand from key sections of the highway and assessing damage to determine the necessary repairs.

As a federal-aid highway, NC 12’s swift repair is crucial for ensuring access and safeguarding public health and safety. The Governor’s emergency declaration supports the state’s request for federal aid, facilitating the necessary resources to address the road damage effectively.
