Dallas Implements Furloughs, Affecting City Services and Facilities

In response to a budget shortfall, the City of Dallas is enacting three furlough days throughout the year, leading to the closure of several city offices. However, essential services such as emergency response, water utilities, and airport operations will continue without disruption.

Below is a detailed list of public services and facilities, their operational status, and any special instructions for Friday, July 10, 2026.

Emergency Services (Dallas Police, Dallas Fire-Rescue, EMS) OPEN 24/7 Operations. Emergency responses remain fully uninterrupted. Administrative offices are closed.
Aviation (Love Field/Executive Airport) OPEN Normal Operating Hours.
3-1-1 Customer Help Line OPEN 24/7 Operations for urgent city issues (e.g., water mains, downed trees). Water billing line open at 214-651-1441 from 8 a.m. – 5 p.m. Use the 311 app for non-emergencies.
Sanitation Services OPEN All collections, including recycling, garbage, and brush/bulky item collection, will continue as normally scheduled. Dallas Animal Services OPEN Normal Operating Hours. Administrative offices and the shelter remain open. Employees will observe furlough day on an alternate day.
Recreation Centers OPEN Normal Operating Hours. Public recreation rooms and gyms remain open. Employees will observe furlough day on an alternate day.
Aquatics OPEN Normal Operating Hours. Public pools and spray grounds remain open. Employees will observe furlough day on an alternate day.
Golf Courses OPEN Normal Operating Hours. All city-owned golf courses and pro shops are open for tee times. Employees will observe furlough day on an alternate day.
Fair Park OPEN Fair Park grounds and parking lots open for the FIFA Fan Festival™ Dallas.
Bath House Cultural Center OPEN Regular Public Hours. Galleries and public spaces open to visitors. Other regional cultural centers remain closed. Employees will observe furlough day on an alternate day.
Municipal Court & Detention Services OPEN Normal Operating Hours. The Municipal Court building remains open. Employees will observe furlough day on an alternate day.
WIC Clinics OPEN Normal Operating Hours. Employees will observe furlough day on an alternate day.
Planning and Development MODIFIED The Oak Cliff Municipal Center and District Offices remain open. Administrative offices at City Hall 1FN and 5BN are closed.
Community Centers MODIFIED West Dallas Multipurpose Center and MLK Community Center closed. Foremost Family Health Clinic and ChildCareGroup on the MLK campus remain open.
City Hall CLOSED The building is closed to the public.
Code Compliance CLOSED Code offices are closed.
Dallas Water Utilities Lobby at City Hall CLOSED The lobby is closed. For water bill inquiries, call DWU Customer Service at 214-651-1441, Monday – Friday, 8 a.m. – 5 p.m. or email [email protected]. For water service requests, call 3-1-1 or submit via dallas.gov or on the Dallas 311 mobile app. DWU’s operations remain 24/7.
Dallas Public Libraries CLOSED All branches closed. Digital resources and catalogs available at DallasLibrary.org.
Parks & Cultural Admin Offices CLOSED Parks, trails, and select facilities are open, but main administrative offices are closed.
Cultural Centers CLOSED Oak Cliff Cultural Center, Latino Cultural Center, and South Dallas Cultural Center are closed.

The city’s online portals remain fully operational, allowing for water bill payments, online permit submissions, and non-emergency 311 service requests 24/7.
