Dallas Prepares for Winter Weather with Citywide Closures and Safety Measures
As temperatures drop, Dallas is taking proactive steps to safeguard its residents during the upcoming cold spell. Regular updates on city resources and services are available here.
Dallas City Manager Kimberly Bizor Tolbert along with several city officials brief the media on the City’s efforts to prepare and respond to the pending winter weather event.

City Facility Closures as of January 23, 2026
Dallas Animal Services: Adjusted weekend hours: Saturday and Sunday from 11 a.m. to 4:30 p.m.
Office of Arts & Culture: Cultural centers will close early on January 23 and remain closed on January 24. All programs are canceled.
Park & Recreation: Recreation Centers will be shut on January 24 and 25. Weather conditions will determine Monday’s operational status.
Dallas Public Library: All locations will close at 3 p.m. on January 23 and stay closed through January 25. Status updates for January 26 will depend on weather conditions.
Office of Community Police Oversight: Closed from January 23 at 3 p.m. until January 27, with phone lines forwarded to 311. Complaints can still be submitted online.
Sanitation Services: Fair Oaks and Westmoreland transfer stations closed on January 24. Bachman Transfer Station and McCommas Bluff Landfill remain open, conditions permitting.
Dallas Municipal Court: Closed on January 26, with rescheduled court dates to be mailed to defendants.
Office of Housing and Community Empowerment:
WIC Clinics: Closed from January 24 to 26, planning to reopen on January 27. Contact at 214-670-7200 or via email at [email protected].
Vital Statistics: Closing at 2 p.m. on January 23, reopening January 27.
Martin Luther King, Jr. Community Center: Closing at 5 p.m. on January 23, reopening January 27.
West Dallas Multipurpose Center: Closing at 7 p.m. on January 23, reopening January 27.
The City of Dallas, along with Austin Street Center, has opened a temporary shelter for the homeless amid the cold weather. Donations are accepted at Austin Street Center, 1717 Jeffries Street. Cash donations can be made here.
Emergency Management & Crisis Response (EMCR)
- EMCR plans to activate the Emergency Operations Center on January 24 at 7 a.m.
- Crisis teams will conduct welfare checks and outreach to vulnerable groups.
- Transport to the Fair Park Shelter coordinated via 3-1-1.
Austin Street Center / Inclement Weather Shelter
- Temporary shelter at Fair Park Grand Place opens at 4 p.m. on January 23, operating 24/7 during freezing conditions.
Sanitation Services
- Potential for collection delays due to unsafe conditions on January 25 and 26.
- Suspend manual collections if necessary to ensure safety, which may delay schedules.
- Leave garbage and recycling carts at collection points if not serviced as scheduled.
Transportation & Public Works (TPW)
- Crews to scout bridges and major roads starting January 23.
- Ice Force One operations with 50 sanding trucks to begin overnight January 23.
- Operations will run on 12-hour shifts during the weather event.
Dallas Water Utilities (DWU)
- Water, wastewater, and stormwater teams are on standby for continuous operation.
- Winterization efforts are underway, with support for sanding and scouting operations.
Dallas Area Rapid Transit (DART)
- Monitoring conditions with potential service changes.
- Critical route information will be provided as necessary.
