In a recent decision by the Dallas City Council, new leadership roles have been filled as part of an annual appointment cycle. Council Member Jesse Moreno has assumed the position of Mayor Pro Tem, while Council Member Gay Donnell Willis has taken on the role of Deputy Mayor Pro Tem. These roles will commence on June 16, 2025, and will last for one year.
Council Member Jesse Moreno, representing District 2, has been appointed as Mayor Pro Tem. Elected in 2021, Moreno holds significant roles within the council, including Chair of the Housing & Homeless Solutions Committee and Vice Chair of the Parks, Trails, & Environment Committee. Additionally, he serves on the Public Safety and Government Performance & Financial Management Committees. The Mayor Pro Tem assists in mayoral duties when the mayor is unavailable and plays a key part in the City Council’s strategic planning.
“I am deeply honored to step into this important role, and I carry this responsibility with the utmost respect,” expressed Mayor Pro Tem Moreno. “My predecessor led with grace and I realize I have big shoes to fill. I will enter into this role with distinction and a desire to help where I can.”

Gay Donnell Willis, elected to represent District 13 in 2021, has been named Deputy Mayor Pro Tem. She chairs the City’s Domestic Violence and Human Trafficking Advisory Council and participates in various committees including the North Texas Council of Governments Emergency Preparedness Planning Committee and the National League of Cities Finance, Administration and Intergovernmental Relations Federal Advocacy Committee. Willis is also active with the Visit Dallas Business Leadership Council.

The selection of these pro tem roles is made by the City Council from among its members.
