Governor Stein Launches $50M Grant Program for Hurricane Recovery

Governor Stein Unveils $50 Million Grant Initiative for Hurricane Helene Recovery

In a significant step towards aiding communities affected by Hurricane Helene, Governor Josh Stein has introduced a substantial $50 million grant initiative aimed at empowering local governments in their recovery efforts. The Helene Local Government Capital Grants, overseen by the Office of State Budget and Management (OSBM), are designed to assist in the repair, renovation, or replacement of infrastructure impacted by the hurricane.

“Local governments are on the front lines of rebuilding communities and restoring services after Hurricane Helene, and I thank the General Assembly for investing in them,” said Governor Stein. “These grants will help towns and counties across western North Carolina bolster critical infrastructure that keeps people safe.”

The grant program is accessible to local government units and federally recognized tribes that face capital improvement needs due to Hurricane Helene. To be eligible, projects must be located in FEMA-designated areas and must have been denied FEMA Public Assistance reimbursement. The grant awards will follow statutory caps based on individual recipients and counties.

“Our staff looks forward to working with our partners in recovery at the local level,” stated State Budget Office Kristin Walker.

Eligible local governments and federally recognized tribes have until November 21, 2025, to submit their applications for the grant program. Further details about the program and application procedures can be found on the Helene Local Government Capital Grant Program page.
