Charlotte Commits $650 Million to Bank of America Stadium Enhancements
The City of Charlotte is embarking on a major renovation project for the Bank of America Stadium with a substantial investment of $650 million. This financial commitment is set to enhance the stadium’s facilities, ensuring it remains a top destination for major events.
The North Carolina Local Government Commission (LGC) recently approved the city’s financing plan, which was part of a consent agenda that involved issuing $650 million in Special Obligation Bond Anticipation Notes. The Charlotte City Council had earlier ratified this spending plan with a 7-3 vote in 2024. The LGC’s unanimous decision considered various factors, including the city’s debt management practices, the adequacy of the proposed funding, and the project’s necessity.
State Auditor Dave Boliek supported the approval, citing Charlotte’s triple-A bond rating and confirmation from the LGC’s staff that the city can meet its financial obligations. The State Auditor’s Office will now play a crucial role in ensuring ongoing oversight of the public funds. They will collaborate with both the City of Charlotte and Tepper Sports & Entertainment (TSE) to provide regular updates, enhancing transparency and accountability throughout the project.
“This is an important project for Charlotte. With $650 million being spent in public funds, it is incumbent on the North Carolina State Auditor’s Office to provide regular financial oversight updates on the Bank of America Stadium upgrades,” stated State Auditor Dave Boliek. “Through this innovative effort, and as the fiscal watchdog of the State, our office will bring transparency and accountability to the people of Charlotte on how the public’s money is being spent.”
The funding for these renovations was made possible by the Mecklenburg Meals Tax Sunset Extension, which was approved by the North Carolina General Assembly and signed into law on October 25, 2023.
Since 2018, Bank of America Stadium has been owned and operated by TSE. The venue hosts around 40 major events each year, along with numerous corporate and community gatherings, bringing visitors from across North Carolina, all 50 states, and more than 75 countries. The renovation project aims to upgrade the stadium, positioning Charlotte, as well as North and South Carolina, to compete for high-profile events, thereby boosting the local economy. Furthermore, the project includes a non‑relocation agreement for the Carolina Panthers and Charlotte FC, keeping them in Charlotte through April 1, 2046.
