Michigan’s Revitalization Projects Bring New Life to Petoskey and Mount Pleasant
LANSING, Mich. – Governor Gretchen Whitmer announced today two significant redevelopment projects under the bipartisan Revitalization and Placemaking (RAP) program aimed at enhancing community spaces in Petoskey and Mount Pleasant. These initiatives will transform the long-vacant Leo’s Tavern in Petoskey into a vibrant mixed-use development and convert an underused property in Mount Pleasant into residential and commercial spaces.
The combined efforts are set to attract over $7.4 million in capital investment, aiming to rejuvenate idle properties, boost local economies, and enhance community vibrancy.
“Support for these projects in Petoskey and Mount Pleasant highlights Michigan as the best place to grow and thrive,” mentioned Governor Whitmer. “Our growing economy and ‘Make it in Michigan’ strategy that invests in people, revitalizes places, and wins projects is paying off. Our population is growing, and we’ve been ranked a top state for opportunity and doing business. Programs like RAP help us build on this progress, attract and retain talented workers, lower costs, build housing, and enrich our communities. Petoskey: Breathing New Life into a Historical Landmark
In Petoskey, plans are underway to transform the historic property at 434 E. Mitchell Street into a dynamic mixed-use facility. The project will feature eight residential units, a restaurant, and a speakeasy, with plans to make the upper floors ADA compliant for the first time. A $1.5 million RAP grant supports this endeavor, contributing to a total capital investment of $5,335,575.
The City of Petoskey has offered a 12-year tax abatement worth approximately $330,000, and the State Historic Preservation Office has ensured the project aligns with federal rehabilitation standards. Developer Randy Flinn, who has experience with similar projects in Northern Michigan, expressed gratitude towards the Michigan Economic Development Corporation (MEDC) for their support.
“The Leo’s Neighborhood Tavern building has been part of the fabric of Petoskey for more than a century, and this project represents an opportunity to honor that history while bringing new life to our downtown,” said Randy Flinn. “The MEDC saw not just a building, but the potential for community impact—housing, hospitality, and renewed energy in the heart of Petoskey.”
Mount Pleasant: Revitalization of University Avenue
In Mount Pleasant, the project focuses on converting properties at 115 and 117 S. University Avenue into a mixed-use development. This development will introduce three apartments and two commercial storefronts, supported by a $999,000 RAP grant and an additional $57,000 in fire suppression and facade grants.
Established developers Troy Hicks and Sara Beauchamp-Hicks are driving this project through HBHF5 Properties, LLC, with a commitment to bring new energy and economic activity to the corridor. Developer Sara Beauchamp-Hicks expressed appreciation for the support from various organizations, including the MEDC and Revitalize Consulting Group.

Supporting Economic and Community Development
Kati Mora, president and CEO of the Middle Michigan Development Corporation, emphasized the importance of these investments in strengthening downtown areas and supporting economic vitality. The projects not only aim to preserve historical character but also to foster a more dynamic and active environment.
State Rep. Jerry Neyer (R-Shepherd) highlighted the significance of these initiatives in supporting local businesses and communities, reinforcing the importance of nurturing existing organizations in Michigan.
