The future of Dallas City Hall is being shaped by an inclusive initiative that invites residents, business leaders, and developers to contribute their ideas. Through an “Open Call for Concepts,” the city is reaching out to the community to gather input on the potential adaptive reuse of the existing Dallas City Hall and the redevelopment of the surrounding areas. This includes land that will be freed up following the redevelopment of the Kay Bailey Hutchison Convention Center.
The feedback gathered through this initiative will be integral to the report that Dallas City Manager Kimberly Bizor Tolbert will present to the Dallas City Council in May. This report will outline various options for the future of City Hall.
“As we consider the future of Dallas City Hall and the surrounding site, I want every resident to know that their voice matters,” Tolbert emphasized. “We’re inviting residents, developers, and planners to share bold, creative, and practical ideas so that whatever path we choose reflects shared priorities and delivers the greatest benefit to the people of Dallas.”
Those interested in participating can visit the Open Call for Concepts page through the City’s homepage at Dallas.gov or directly at dal.city/CHAnalysis. Submissions must be received by 2:00 p.m. CST on May 3, 2026. After reviewing the submissions, City staff will update the City Council on the progress.
To further ensure that the community’s voice is at the forefront of this process, the Office of Communications and Customer Experience/311 (CCX) is conducting a statistically valid public survey. This survey, managed by ZenCity, will run for about six weeks, collecting valuable insights into the priorities for Dallas’s government center.
