Whitmer Announces RAP Projects for Grand Rapids and Saline Revitalization

Michigan’s Revitalization Efforts Bring New Housing and Commercial Spaces

LANSING, Mich. – A significant boost in housing and commercial opportunities is on the horizon for Michigan, as Governor Gretchen Whitmer announced two key redevelopment projects supported by the bipartisan Revitalization and Placemaking (RAP) program. These initiatives will transform neighborhoods in Grand Rapids and Saline, creating new residential units and community spaces.

In Grand Rapids, the Boston Square neighborhood will see the construction of a new four-story building, adding 45 housing units and community facilities. Meanwhile, in Downtown Saline, two parcels will be revitalized to include four residential units, commercial areas, and public green spaces. Together, these projects represent a capital investment exceeding $33 million, aimed at revitalizing vacant properties and enhancing community vibrancy.

Governor Whitmer emphasized the importance of such programs, stating, “Our population is growing, and we’ve been ranked a top state for opportunity and doing business. Programs like RAP help us build on this progress, attract and retain talented workers, lower costs, build housing, and enrich our communities.”

The RAP program offers gap financing for infrastructure and real estate development. Michele Wildman, the MEDC’s SVP of Community Planning and Development Readiness, expressed pride in supporting these projects, noting their contribution to community vibrancy and economic activity.

Grand Rapids: A New Chapter in Boston Square

In Grand Rapids, the Boston Square Together Project will transform approximately 1.3 acres into a mixed-use development, featuring 45 apartments, commercial spaces, and public areas. This initiative, supported by a $1.3 million RAP grant and a $400,000 HOME grant from the city, is part of a broader effort to redevelop 10 acres of the neighborhood.

Brinshore Development, LLC, through its entity BSQ Together I LDHA, LLC, will lead the project. Known for its affordable housing projects, Brinshore partners with Amplify GR to ensure community growth. Jon Ippel, executive director at Amplify GR, highlighted the collaboration with the Michigan Economic Development Corporation, aiming to provide more housing and business opportunities for local residents.

Local officials like Sarah Rainero, Grand Rapids’ economic development director, and state leaders, including Senate Majority Leader Winnie Brinks and state Rep. Kristian Grant, recognize the significance of this investment in fostering inclusive growth and addressing housing shortages.

Saline: Transforming Historic Spaces

In Saline, a historic building and adjacent parcel at Murphy’s Crossing will be revitalized into a mixed-use space, featuring four residential apartments and commercial areas. Supported by a $1.5 million RAP grant and a $500,000 city contribution, the project will convert 10,000 square feet of vacant land into a vibrant public area.

Phoenix South, L.C., led by the Kinley family, is spearheading this development, marking their first project under this entity. Tyler Kinley praised the MEDC and local support, seeing this as a catalyst for downtown Saline’s revitalization. City Manager Dan Swallow cited the project as a prime example of public-private partnership, enhancing the downtown experience for visitors and residents alike.
