In a significant move aimed at revitalizing Fair Park, the Dallas City Council has granted permission to the City Manager and the Park and Recreation Board to formalize a Fair Park Funding and Development Agreement with Fair Park First (FPF). This agreement focuses on the design, fundraising, and construction of a new Community Park within Fair Park.
The upcoming Community Park is a crucial part of the city’s broader strategy to breathe new life into Fair Park, offering enhanced recreational and green spaces to the residents of South Dallas and the general public.
Kimberly Bizor Tolbert, Dallas City Manager, expressed her enthusiasm for the project, stating, “This long-awaited Community Park will transform underused space into a vibrant, welcoming destination for families, seniors, and children across South Dallas. The investment will honor the historic Fair Park neighborhoods while delivering new green space to play and gather, and a stronger sense of connection for the residents who have advocated for this project for so many years. Thanks to all members of the city council and community leaders who helped make this happen.”
According to the agreement, Fair Park First is tasked with securing adequate funds to support the construction within six months of the agreement’s execution. The design phase is also expected to be completed within six months, with construction starting within ninety days following permit approval. The entire project aims for completion within twenty-four months from the start of the construction contract.
Fair Park First will manage the design, permitting, and construction phases, while the city will maintain ownership of all developed improvements. The agreement emphasizes transparency, granting the city the right to conduct audits and mandating regular quarterly and annual financial updates. Throughout the project, the Park and Recreation Department Director will have oversight to review and approve all design development and construction documents.
