The Dallas City Council has taken a decisive step by endorsing a revamped governance framework for Dallas Area Rapid Transit (DART), emphasizing its dedication to the sustainability and prosperity of the regional transit network.
In the newly proposed structure, Dallas would command 45% of the voting influence and secure seven board seats, while still ensuring representation for each member city on the DART Board. This arrangement guarantees that no single city can hold a majority of seats, illustrating Dallas’ commitment to a robust and cooperative regional transit system.
This decision comes after extensive negotiations among DART member cities, spurred by issues related to governance, service, and funding. Concerns in these areas led six cities to schedule withdrawal elections for May 2026. Throughout these discussions, Dallas remained engaged, prioritizing the safeguarding of public transit as a vital component for economic development and mobility in North Texas. The City’s Transportation and Infrastructure Committee reviewed negotiation progress on January 20, 2026, offering guidance that culminated in today’s resolution.
City Manager Kimberly Bizor Tolbert expressed gratitude, stating, “I want to thank the Mayor and City Council for their leadership and for voting in support of this resolution. Today’s vote is a step in the right direction and reflects a decision made with the health of the entire system in mind. Dallas residents rely on DART to travel to work, school, and medical appointments throughout the region, and this action is a win-win for the City of Dallas, DART, and the entire region. Today’s vote affirms Dallas’ commitment to ensuring regional transit not only remains strong but continues to thrive.”
With the governance framework now established, attention is shifting towards financial strategies. The DART Board plans to continue deliberations this week. Additionally, the Regional Transportation Council (RTC) is set to evaluate its involvement in the proposed agreement on Thursday, February 12, 2026.
