The city of Dallas is embarking on a transformative journey with the unveiling of the Dallas Development Code Public Draft #1. Released on November 5, 2026, this draft marks the commencement of a significant dialogue about the future development of the city. The draft is accessible for public examination at www.DallasZoningReform.com.
In a recent briefing, the City of Dallas Planning & Development Department, in collaboration with Camiros, Ltd., presented the draft to the City Plan Commission (CPC), outlining its key components and highlighting upcoming public engagement opportunities. This draft signifies the beginning of a comprehensive discussion aimed at reshaping the development landscape of Dallas.
Why Update the Development Code?
The Dallas development code has not seen a thorough revision in over four decades, with the last major update dating back to the 1980s. During this period, Dallas has experienced substantial growth and change, while many of its development rules have remained unchanged. Over time, the code has become increasingly complicated due to overlays, planned development districts (PDs), and additional regulatory layers. Today, Dallas faces new challenges and opportunities, such as housing affordability, evolving development patterns, transportation needs, and changing state and federal requirements. The Dallas Zoning Reform effort is a chance to modernize these outdated codes.
Goals for Zoning Reform
The primary objective of the Dallas Zoning Reform is to craft a Development Code that is simple, clear, and prepared for the future. Draft #1 proposes a streamlined format, making it easier for residents, businesses, developers, and City staff to locate, comprehend, and apply regulations. It also aligns with the vision outlined in ForwardDallas 2.0, the city’s comprehensive land-use policy.
Key Opportunities in Draft #1
Draft #1 aims to balance preservation with development while opening up new opportunities for Dallas residents, neighborhoods, and businesses. Notable opportunities include:
- Balancing preservation and growth by safeguarding neighborhood character while addressing Dallas’ future demands.
- Expanding housing options ensuring compatibility with existing neighborhoods.
- Providing separation between new heavy industrial land uses and residential areas.
- Simplifying mixed-use zoning to promote walkable neighborhoods and vibrant commercial areas.
- Strengthening Dallas’ urban tree canopy through enhanced protections and sustainable landscaping standards.
- Enhancing development quality with updated design standards prioritizing safety and walkability.
