Maricopa County Approves New E-Bike Rules to Enhance Public Safety

E-Bike Regulations Set Forth in Maricopa County

In a unanimous decision, the Maricopa County Board of Supervisors has implemented new regulations concerning e-bike usage, specifically targeting the unincorporated regions of the county. These rules aim to address the growing popularity of e-bikes—defined as bicycles or tricycles with a small, electric motor and fully operable pedals—while ensuring the safety of all road users.

The ordinance, as described by Board of Supervisors Chair Kate Brophy McGee of District 3, is part of a broader effort to align with other municipalities in Maricopa County. “We are joining other cities and towns across Maricopa County in providing detailed guidance that empowers riders while protecting public safety,” McGee stated. This initiative responds to an increase in e-bike-related incidents, seeking to safeguard the community and minimize potential risks.

Developed collaboratively by Chair Brophy McGee, the Maricopa County Attorney’s Office, and the Maricopa County Sheriff’s Office, the ordinance offers explicit instructions on lawful e-bike usage and age-related restrictions. Reflecting similar measures across the region, the ordinance categorizes e-bikes into three classes as per Arizona law:

  • Class 1: Pedal-assisted e-bikes with a maximum speed of 20 mph
  • Class 2: Motorized e-bikes not requiring pedaling, capped at 20 mph
  • Class 3: Pedal-assisted e-bikes capable of reaching up to 28 mph

The regulation mandates that individuals below 16 years old can only operate Class 1 or Class 2 e-bikes. For Class 3 e-bikes, riders must be at least 16 years old, with those under 18 required to wear helmets.

It’s important to note that these regulations do not extend to the county’s regional parks, which maintain their own e-bike policies.
