New Affordable Housing Development Launched in West Phoenix
In a significant step towards addressing housing affordability in Maricopa County, officials gathered today to celebrate the inauguration of La Esperanza Terrace in West Phoenix. This new development introduces 96 rental units designed to provide affordable housing solutions to families in the area.
“With rising housing costs and a record-breaking number of eviction cases filed in 2024, it is clear that Maricopa County families are in dire need of more affordable rental options that don’t break the bank,” said Supervisor Steve Gallardo, Maricopa Board of Supervisors, District 5. “This project is taking a dirt lot that used to be a preschool site and turning it into a vibrant complex where residents can easily access helpful services, work opportunities, and community support.”
La Esperanza Terrace, situated at 31st Avenue and McDowell Road, is the first project funded by the School District Surplus Land Initiative, transforming a former preschool site from the Isaac School District into a thriving housing community. The development was spearheaded by UMOM New Day Centers, a local non-profit, with Maricopa County contributing $6 million from the federal American Rescue Plan Act (ARPA) funds to the $36 million venture. Additional support came from the Arizona Department of Housing, the City of Phoenix, Redstone, and Raymond James LP Equity.
The housing complex offers 96 units with one to three bedrooms for individuals and families earning at or below 60% of the area’s median income. Apartment sizes range from 658 to 1,242 square feet, and each unit is equipped with essential appliances such as a range, refrigerator, dishwasher, disposal, microwave, A/C, window coverings, and an in-unit washer and dryer. The community is enriched with amenities including a BBQ area, community room, picnic spaces with tables, a computer lab, fitness center, community garden, playground, bike rings, carports, and security cameras to ensure safety.
Maricopa County has shown a strong commitment to enhancing affordable housing availability, allocating over $128 million in ARPA funds towards initiatives like La Esperanza Terrace. For more information on their housing efforts, visit Maricopa.gov/Housing.
