University of Iowa Plans Major Enhancements to Campus Parking Infrastructure
The University of Iowa is looking to significantly upgrade its parking facilities with a proposed modernization and expansion of the Iowa Memorial Union (IMU) Parking Ramp. The university has approached the Iowa Board of Regents to gain approval for this initiative, which aims to facilitate smoother vehicular and pedestrian flow in one of the campus’s most trafficked areas.
The expansion plan involves utilizing the space currently occupied by Halsey Hall. This building, once home to the UI Department of Dance, is set to be decommissioned and demolished in a separate undertaking. Recently, the dance department relocated to a newly renovated facility, formerly the UI art museum, on the west side of the Iowa River.
Constructed in 1915, Halsey Hall served as the campus’s women’s gymnasium and was dedicated to Elizabeth Halsey, who led the women’s physical education program. The removal of this building is expected to alleviate $12 million in deferred maintenance liabilities and save the university approximately $400,000 annually in operational expenses.
The parking ramp project includes three core improvements: expanding parking capacity, repositioning the entrance and exit for better traffic management, and enhancing pedestrian pathways. Rod Lehnertz, the senior vice president for finance and operations, stated, “This area is one of the busiest on campus, with drivers and pedestrians moving through it throughout the day. In addition to being a more effective and safer parking ramp, we also want it to be a positive welcome to all of those who visit campus, often for the first time.”
Additional plans for the project involve creating ADA-compliant pedestrian routes, a more level approach to the ramp, and relocating the elevator for better accessibility. Consideration will also be given to whether parts or all of the existing structure, dating back to 1964, should be demolished as part of the upgrade.
The IMU Parking Ramp currently has about $1 million in deferred maintenance needs. The project also includes necessary upgrades to the steam, water, and sewer utilities between the parking structure and Halsey Hall, ensuring continued service during the construction phase and beyond.
Estimated to cost between $45 million and $55 million, the project will be financed entirely through the university’s parking and transportation revenues, including parking fees.
