Shannon Casucci Appointed to Lead North Carolina’s IT Procurement Transformation

The North Carolina Department of Information Technology (NCDIT) is steering towards a new era of technology modernization with the appointment of Shannon Casucci as Chief Procurement Transformation Officer. Casucci brings over 15 years of expertise in government technology leadership, IT procurement, and operational transformation to her new role.

Tasked with enhancing the state’s IT procurement strategy, Casucci will collaborate with agency partners, vendors, and internal teams. Her goal is to refine acquisition processes, bolster transparency, and improve customer service, ultimately providing greater value to taxpayers in North Carolina.

This strategic appointment aligns with NCDIT’s mission to expedite the delivery of secure and user-friendly digital services. NCDIT Secretary and State Chief Information Officer Nate Denny emphasized Casucci’s pivotal role, stating, “As our state continues to modernize technology, enhance services, and simplify government navigation, Shannon’s leadership will be instrumental in improving our planning, purchasing, and delivery of the technology North Carolinians rely on.”

NCDIT is committed to simplifying business interactions with the state by streamlining technology acquisition processes to better serve agencies and provide enhanced value to taxpayers. This initiative is a joint effort with the N.C. Department of Administration (NCDOA), aiming to refine government efficiency through improved procurement practices.

Secretary Denny and NCDOA Secretary Gabe Esparza are working in unison to promote interagency cooperation, creating a transparent and customer-focused purchasing system. This collaboration is crucial in making government operations more effective for the communities and organizations they support.

Casucci’s previous experience includes her role as Acting Deputy Associate CIO and IT Director at the U.S. General Services Administration (GSA). There, she led IT investment strategies and modernization efforts, achieving approximately $32 million in annual savings through portfolio optimization and vendor rationalization. Her leadership improved the alignment of technology investments with mission outcomes and strengthened governance and acquisition processes.

Expressing her enthusiasm for the new position, Casucci remarked, “I am honored to join NCDIT and support the state’s efforts to provide secure, reliable, and user-friendly technology services. Effective procurement is about more than just contracts; it involves helping teams achieve meaningful outcomes for the people they serve, building trust, and creating transparency.”
