Transparency in Action: NCDOT’s Weekly Financial Updates
RALEIGH – In a bid to maintain transparency and adhere to the mandates of Session Law 2019-251 enacted by the N.C. General Assembly, the North Carolina Department of Transportation (NCDOT) consistently releases a weekly update on its expenditures. This update, known as the “NCDOT Cash Watch Numbers” report, offers a detailed snapshot of the department’s financial activities.
On weeks when NCDOT offices observe holidays, the financial report is adjusted to be published on the nearest business day, ensuring no interruption in the flow of information. The reports, both current and historical, are accessible to the public via this webpage.
The structure of each report begins with the combined cash balance from the previous report. It then details the current receipts, categorizes disbursements, and concludes with the ending combined cash balance. Additionally, the report features an overview of “reserved cash” balances, indicating funds earmarked for specific projects. These funds are deposited in a “Trustee Account” and are allocated for projects financed through Build NC bonds, GARVEE bonds, or Energy Savings-Roadway lighting initiatives.
It is important to note that the NCDOT’s cash balance is subject to daily changes due to the continuous influx of revenue and outflow of disbursements. The definitive monthly cash balance is determined at the month’s end, once all financial entries are reconciled, rendering interim weekly balances as preliminary figures.
