Dallas Initiates Cost-Saving Measures Amid Financial Shortfall

Facing a fiscal challenge, the City of Dallas has swiftly enacted measures to contain costs in response to a forecasted General Fund deficit for the fiscal year 2025–26. The current financial outlook indicates a $16.4 million excess in expenses largely driven by Police and Fire pay and overtime, alongside a $3.8 million shortfall in revenues attributed mainly to a decline in sales tax collections. Furthermore, the City’s Employee Health Benefit Fund is expected to surpass its budget by $13.8 million due to rising medical and pharmacy claims.

Immediate Actions for Financial Stabilization

In light of these financial hurdles, the City has implemented several immediate strategies:

  • Selective Hiring Freeze: Hiring for non-uniform positions in General Fund departments has been halted until the fiscal year’s end, with exceptions only for crucial roles.
  • Overtime Restrictions: Non-uniform overtime is restricted to mission-critical situations, while discretionary overtime for uniformed employees is on hold.
  • Spending Reductions: Departments are instructed to limit their spending to essential, mission-critical needs, deferring non-essential purchases.
  • Travel Suspension: All non-essential travel for employees, whether uniformed or not, is suspended until further notice.

Expenditures deemed non-essential include those that can be deferred without impacting core operations, legal compliance, public health or safety, or the delivery of critical services. Conversely, mission-critical activities are those whose delay or interruption could result in major operational disruptions, unmet legal obligations, threats to public health or safety, or the failure to deliver key services.

“As we navigate resource constraints, fiscal stewardship remains our top priority. We are committed to strengthening efficiency across all operations while ensuring that limited resources are focused on the City’s most critical needs,” stated Dallas City Manager Kimberly Bizor Tolbert. “These measures are necessary to maintain essential services and uphold our fiscal responsibility to Dallas residents.”
