Transparency and Compliance: NCDOT’s Weekly Financial Updates
RALEIGH – Ensuring transparency and adherence to state law, the North Carolina Department of Transportation (NCDOT) consistently releases a weekly financial update. This initiative aligns with Session Law 2019-251 of the N.C. General Assembly, mandating the publication of the “NCDOT Cash Watch Numbers” report every Friday. This report provides a clear weekly overview of the department’s financial activities.
For occasions when NCDOT offices are closed due to holidays, the report is issued on the nearest business day. Interested parties can access the most recent cash report alongside previous reports on this NCDOT webpage.
The report begins by detailing the combined cash balance from the preceding report. It features a breakdown of receipts and categorizes disbursements, concluding with the ending combined cash balance. Additionally, the report provides insights into “reserved cash” balances. These funds are allocated for specific projects and are maintained in a “Trustee Account.” They are earmarked for projects financed by Build NC bonds, GARVEE bonds, or Energy Savings-Roadway lighting funds and are released upon the completion of designated projects.
It’s important to note that cash balances vary daily as revenues and disbursements occur. The official monthly cash balance is established at the month’s end after all line items are reconciled. Therefore, weekly balances do not necessarily reflect the final monthly cash balance.
