NCDIT Launches $86M Stop-Gap Program to Boost Rural Broadband Access

New Initiative to Enhance Internet Access Across Rural North Carolina

In a significant move to boost internet connectivity, the N.C. Department of Information Technology’s (NCDIT) Division of Broadband and Digital Opportunity has unveiled the $86 million Stop-Gap Solutions program. This initiative is set to prioritize the development of high-speed internet infrastructure for rural households, businesses, and community institutions that currently lack adequate service.

NCDIT Secretary and State Chief Information Officer Teena Piccione emphasized the importance of this program, stating, “Reliable, high-speed internet is essential infrastructure for education, healthcare, public safety, and economic opportunity.” She noted that the program aims to deliver quick, strategic investments alongside ongoing broadband projects.

Providers who have prequalified via the Broadband Expansion and Access Request for Proposals are required to submit their application materials online, as outlined in the Stop-Gap Solutions Scope of Work, no later than 11:59 p.m. on Jan. 26, 2026.

Highlighting the state’s commitment to closing connectivity gaps, Annette Taylor, NCDIT Deputy Secretary for Broadband and Digital Opportunity, remarked, “This program reflects our commitment to closing the remaining connectivity gaps, ensuring that no part of our state is left behind in today’s digital world.” By collaborating with prequalified providers, the program aims for rapid infrastructure deployment to benefit families and businesses statewide.

The Stop-Gap Solutions program is designed to fund broadband line extensions, targeting small groups or individual households that the Growing Rural Economies with Access to Technology grant or Completing Access to Broadband program have not yet reached. It utilizes existing infrastructure to expedite service delivery within the program’s timeline. The funds must be expended by Dec. 31, 2026, and while matching funds are not mandatory, providers offering match funding will be given favorable consideration in the application process.

Should there be leftover funds after the program awards, the division may allocate resources towards rebuilding infrastructure damaged by Hurricane Helene or enhancing connectivity for underserved state facilities.
