In a significant move to ensure child safety, the North Carolina Department of Health and Human Services (NCDHHS) will step in to manage child welfare services at the Bertie County Department of Social Services (BCDSS) starting Friday, Aug. 15, 2025. This intervention marks the fifth instance of state takeover of a county’s social services and notably, the first repeat intervention for a county.
Officials from Bertie County and the BCDSS have acknowledged the state’s decision and expressed their approval of the temporary takeover.
NC Health and Human Services Secretary Dev Sangvai emphasized the department’s commitment, stating, “We take very seriously our responsibility to ensure the safety and well-being of every child in North Carolina.” He added that the action would foster collaboration with Bertie County to enhance child welfare practices and administration.
Corey Ballance Sr., Chair of the Board of Bertie County Commissioners, echoed this sentiment, noting, “We care greatly for the safety of children and families in Bertie and across the state. We are grateful for this work.”
The decision follows an NCDHHS review initiated in December 2024 after a tragic child fatality involving BCDSS. Findings from ongoing communication with BCDSS leadership highlighted significant concerns regarding the county’s ability to provide services in line with established laws and policies.
During this transitional phase, NCDHHS staff will be present at the BCDSS to collaborate with local staff, aiming to stabilize and bring child welfare services into compliance with legal and best practice standards. This intervention is conducted under the authority of N.C.G.S. § 108A-74.
