NC Man Charged with Insurance Fraud After Alleged False Claim

Charlotte Resident Faces Charges for Alleged Insurance Fraud

A Charlotte man has been indicted on charges of insurance fraud and attempting to secure property by false pretense, both considered felonies in North Carolina. Insurance Commissioner Mike Causey announced the legal proceedings against Dominick Shevonta Phifer, 34, residing at 1443 Qual St., following a criminal investigation.

According to documents, Phifer was involved in a car accident on November 30, 2025. However, he secured an auto insurance policy from Integon Indemnity Corp. on February 5, 2026. Phifer is accused of falsifying the accident date to February 12, 2026, in communications with the insurance provider.

Special agents from the Department of Insurance’s Criminal Investigations Division allege that Phifer attempted to defraud the insurance company of $19,371.77 through this false claim. Phifer received a criminal summons on May 26 and is slated to appear in Mecklenburg County District Court on June 25.

Commissioner Causey emphasized the communal impact of insurance fraud, stating, “Insurance fraud is not a victimless crime. It hits all of us in the pocket through higher premiums.” He urged residents to report any suspected fraudulent activity to help maintain reasonable insurance costs.

The public is encouraged to report suspicions of insurance fraud or other white-collar crimes. Reports can be made anonymously by contacting the N.C. Department of Insurance Criminal Investigations Division at 919-807-6840 or toll-free at 888-680-7684. Further information is available on the department’s website at www.ncdoi.gov.
