Western North Carolina is poised for a significant boost in its recovery efforts from Hurricane Helene, as Governor Josh Stein has called on the General Assembly to allocate $792 million for the next phase of recovery. This proposal aims to address the needs of families still grappling with the aftermath of the hurricane, emphasizing the importance of long-term rebuilding efforts.

Governor Stein unveiled his budget proposal at a home under reconstruction by Appalachia Service Project, highlighting the ongoing team effort required to restore the region. “Western North Carolinians are still working every day for their own recovery. Let’s match their grit and meet them with the urgency they deserve,” he stated, reinforcing the importance of a sustained commitment to recovery efforts.
Community Resilience and Support
According to Melisa Winburn, President and CEO of Appalachia Service Project, “Communities across western North Carolina have shown incredible resilience in the wake of Hurricane Helene.” She emphasized the crucial role of state support in helping families secure safe and stable housing. The proposal has garnered support from officials like Senator Kevin Corbin, who expressed pride in the bipartisan efforts to aid recovery and stressed the need for continued work.
Economic Revitalization
Economic recovery remains a cornerstone of the proposed budget. Governor Stein has facilitated public-private partnerships, resulting in $105 million in small business grants and loans, safeguarding 15,000 jobs. Despite these efforts, the region’s travel, tourism, and employment numbers lag behind pre-hurricane levels. To address this, the proposal includes $82 million to assist small businesses, promote tourism, and alleviate financial pressures on local governments.
Housing Stability
Safe and affordable housing is a pressing need for thousands in the region. Governor Stein’s plan includes rental and utility aid to ensure residents can remain in stable housing during ongoing reconstruction. The proposal also suggests reallocating funds to enhance partnerships with nonprofits, focusing on families not covered by insurance or government programs.
Infrastructure and Forest Restoration
Significant progress has been made in restoring infrastructure, yet challenges remain. Governor Stein’s proposal designates $230 million to address complex repairs, support local governments, and bolster emergency communication systems. Additionally, the budget aims to mitigate wildfire risks and restore state parks and forestry infrastructure damaged by the storm.
