Governor Stein Marks Two Years of Medicaid Expansion in North Carolina

In a significant milestone for North Carolina’s healthcare system, Governor Stein and the Department of Health and Human Services commemorate two years since Medicaid expansion took effect. This initiative has enabled over 690,000 North Carolinians, including veterans and essential workers from various industries such as child care and construction, to obtain affordable healthcare coverage.

Governor Calls for Continued Support

“Medicaid expansion is a perfect example of what we can accomplish when we come together and put the well-being of North Carolinians first,” remarked Governor Josh Stein. He emphasized the importance of cooperation within the North Carolina General Assembly to ensure the continued funding of NC Medicaid, upon which millions rely for critical healthcare services.

Details of the Medicaid Expansion

North Carolina took a pivotal step by expanding Medicaid, becoming the 40th state to do so, with the law signed on March 27, 2023, and implementation starting on December 1, 2023. This expansion, which does not require state funding, extends eligibility to adults aged 19 to 64 with incomes up to 138% of the federal poverty level, covering individuals making less than $20,000 annually and families of three earning under $34,000.

Impact on Health Care Access

According to NC Health and Human Services Secretary Dev Sangvai, “Medicaid expansion has transformed the health care landscape in North Carolina.” With over 690,000 individuals benefiting from the initiative, many can maintain their health, minimize work absences, and prioritize wellness. In some rural counties, nearly half of the adult population now has access to essential healthcare services.

Key Achievements Since Implementation

Since Medicaid expansion launched on Dec. 1, 2023:

  • More than 11 million prescriptions have been filled by new enrollees for conditions such as heart health and diabetes.
  • Over 191,000 individuals have received dental services.
  • Approximately 244,500 residents from rural areas, comprising more than one-third of new enrollees, have gained healthcare access.

Positive Trends in Health Outcomes

Medicaid expansion has also contributed to a 14% reduction in emergency department visits due to overdoses from 2024 to 2025. Additionally, more mental health providers are now available to serve Medicaid recipients.

With the inclusion of those covered through the expansion, NC Medicaid supports over a quarter of the state’s population, providing vital health coverage to more than 3 million individuals, including children, older adults, and those with disabilities. Despite the current full funding of Medicaid expansion, the program’s overall stability faces challenges due to the funding shortfall from the North Carolina General Assembly.
