Amid the federal government shutdown, North Carolina is stepping up to support its affected federal employees. The Division of Employment Security (DES) is offering a lifeline to those furloughed or unemployed due to the shutdown, helping to mitigate financial stress during these uncertain times.
State workers impacted by the shutdown can apply for unemployment benefits immediately. “Anyone can apply for unemployment benefits if they have lost their jobs through no fault of their own,” stated DES Assistant Secretary M. Antwon Keith. However, federal employees who receive backpay from their agencies might have to repay any unemployment benefits received during this period.
Understanding Eligibility for Unemployment Benefits
Federal employees who continue working full time without pay during the shutdown might not qualify for unemployment benefits. Those furloughed can apply, but it’s essential to consider the potential repayment if backpay is provided later.
Steps to Apply for Unemployment
- Begin your application for state unemployment benefits at des.nc.gov by setting up a MyNCUIBenefits account.
- Prepare the following documents for your application:
- Names and addresses of all employers from the last 18 months.
- Your Social Security number or Alien Registration number.
- W-2, LES, or pay stubs covering the past 18 months.
- Standard Form (SF)-50 Notification of Personnel Action (not required but encouraged)
- SF-8 Notice to Federal Employee About Unemployment Benefits (not required but encouraged)
- Submit Form ETA-935, which details your federal employment and reason for separation.
- Identity verification may be required during your application. Visit des.nc.gov/need-help/identity-verification for assistance. If you have an existing ID.me account, log in using a personal email and consent to share your information with DES to facilitate the process.
In North Carolina, the first week of an unemployment claim is designated as a “waiting week,” meaning benefits are not paid for this week. Claimants must certify each week they wish to receive benefits.
