Pittsburgh, PA – With a focus on economic development and energy innovation, Governor Josh Shapiro is spearheading initiatives that are transforming Pennsylvania into a national leader. The state is witnessing unprecedented growth in private investments and job creation, positioning itself as a competitive player on the national stage.
Unprecedented Investment and Job Growth
Since Governor Shapiro assumed office, Pennsylvania has attracted over $25 billion in private sector investments and created nearly 11,000 jobs, marking a significant shift in the state’s economic trajectory. A pivotal moment in this transformation was Amazon’s announcement of a $20 billion investment to develop AI and cloud computing campuses within the state, marking the largest private sector commitment in Pennsylvania’s history.
Streamlining Development and Enhancing Competitiveness
To address a critical need for development-ready sites, Governor Shapiro launched the PA SITES (Pennsylvania Strategic Investments to Enhance Sites) program, which secured $500 million in site development funding. In May, the state announced a $64 million investment for 11 projects to create shovel-ready sites, ensuring that Pennsylvania remains attractive to potential investors.
Modernizing Government Procedures
Governor Shapiro has prioritized reducing bureaucratic delays, evident in the PA Permit Fast Track Program, which streamlines permitting for major projects. This initiative, led by the Office of Transformation and Opportunity (OTO), ensures swift decision-making by coordinating across state agencies.
These efforts have yielded tangible results: the Department of State (DOS) has reduced business filing times significantly, while the Department of Environmental Protection (DEP) has slashed its backlog of permit applications by 98 percent.
AI Leadership and Workforce Development
Pennsylvania ranks among the top three states in AI readiness according to the Code for America Government AI Landscape Assessment. Governor Shapiro has established a Generative AI Governing Board, fostering responsible AI usage across state agencies.
The state has partnered with Carnegie Mellon University to train employees on AI tools, and a pilot program involving 175 employees across 14 agencies using OpenAI’s ChatGPT Enterprise reported significant time savings and positive feedback.
Energy Leadership: The Lightning Plan
Governor Shapiro’s Lightning Plan is steering Pennsylvania towards energy independence and sustainability. By enhancing in-state power generation and lowering utility costs, this initiative aims to solidify Pennsylvania’s role as a national energy leader.
