Maricopa County is gearing up for a significant milestone with the release of the Framework 2040 Comprehensive Plan Public Review Draft. Scheduled for discussion at a public meeting on Thursday, January 29th, 2026, this draft marks the initiation of a 60-day public review period. During this time, community members, including residents, stakeholders, and agencies, are encouraged to provide their feedback on the plan that will steer the county’s development through 2040.
Having last updated its Comprehensive Plan in 2016, Maricopa County now seeks to address evolving growth patterns and industry changes. These updates align with new Arizona legal requirements, ensuring the county’s development strategies reflect the community’s long-term values.
The Draft Framework 2040 Comprehensive Plan aims to enhance the health, safety, and welfare of Maricopa County residents by guiding the development of natural and built environments while preserving quality of life in unincorporated areas. The Plan introduces a cohesive strategy for development that respects natural and rural landscapes while addressing key topics such as land use, transportation, parks, and economic growth. These elements are shaped by the priorities of the county’s unincorporated residents.
All stakeholders, including residents, landowners, and business owners within unincorporated Maricopa County, are invited to participate in a Grand Virtual Event on Thursday, January 29th, from 5:00 PM to 6:00 PM. This online session will highlight the plan’s updates and provide guidance on submitting feedback.
