Maricopa County Unveils Framework 2040 Comprehensive Plan Draft for Public Input

In a significant step toward future planning, Maricopa County is set to release the Framework 2040 Comprehensive Plan Public Review Draft. This draft will be open for public discussion at a meeting scheduled for Thursday, January 29th, 2026. This meeting marks the initiation of a 60-day period during which community members, stakeholders, and agencies can review and provide feedback on the draft. This updated Comprehensive Plan is crucial as it will guide decision-making processes related to growth, development, and preservation in the county through the year 2040.

Since the last adoption of the Comprehensive Plan in 2016, Maricopa County has experienced new growth patterns and industrial changes, accompanied by evolving legal requirements in Arizona. These factors necessitate a comprehensive update to ensure the county’s development aligns with the community’s long-term values and needs.

The Draft Framework 2040 Comprehensive Plan aims to enhance the health, safety, and welfare of Maricopa County by guiding the development of both natural and built environments. It strives to maintain and improve the quality of life for residents within unincorporated Maricopa County. A key feature of the plan is its unified growth strategy for unincorporated areas, which balances development with the preservation of natural and rural areas. The draft addresses critical topics such as land use, transportation, parks and open spaces, water resources, energy, economic growth, environmental planning, and development costs, all reflecting the priorities of county residents.

Residents, landowners, business owners, and stakeholders in unincorporated Maricopa County are encouraged to participate in the Grand Virtual Event on Thursday, January 29th from 5:00 PM to 6:00 PM. This event will provide insights into the key updates of the Framework 2040 Comprehensive Plan and guide participants on how to comment and submit feedback on the draft.
