Call for SSA Duties Return Sparks Frustration and a Path Forward

Tensions have escalated over the handling of the SSA duties, sparking frustration among officials and the public alike. With mounting dissatisfaction, the call for a transparent resolution has become urgent.

Since the start of 2025, concerns have been raised about the management of SSA duties. A formal request was made in April to return the complete 2023 SSA responsibilities to the Recorder. Despite repeated warnings, the current situation was deemed unavoidable by some, as efforts to address these issues were not fully realized.

The Board of Supervisors (BOS) SSA subcommittee maintained a position on SSA management that Recorder Heap was not inclined to accept, leading to the current impasse. Although some progress was made, such as the partial return of IT responsibilities, a full resolution remains out of reach.

Advocates for change argue that an open public dialogue with the Recorder could have prevented the current predicament. The emphasis is now on halting legal actions and hostile communications to transfer SSA duties back to the Recorder promptly.

Encouraging news: A viable solution exists, and it involves restoring SSA responsibilities to the Recorder and fostering transparent discussions.

In doing so, the grip that BOS Chairs have had on private deliberations can be loosened, shining a light on the decision-making process. Transparency is seen as a key component of building public trust.

One official committed to this cause stated, “Transparency = Trust,” emphasizing the ongoing fight for open governance.

Background: In April 2025, Supervisor Mark Stewart formally addressed Chair Thomas Galvin seeking a resolution concerning the SSA.
