BLM Proposes Sale of Public Lands to Atlantic Richfield Company

The Bureau of Land Management (BLM), through its Sierra Front Field Office, is considering a direct sale of 2,062.42 acres of public lands to the Atlantic Richfield Company (ARC). This proposal involves selling the land at a price not less than its fair market value (FMV), as determined by the BLM. These lands include the underlying mineral rights and are situated within and around the Anaconda Copper Mine Site (ACMS). The BLM plans to carry out the sale in accordance with the Federal Land Policy and Management Act of 1976, as amended, and BLM land sale regulations.

The fair market value of the land has been appraised at $760,000, following the Uniform Standards of Professional Appraisal Practice (USPAP) guidelines. Despite this valuation, the appraisal indicates that the FMV is less than the costs already incurred for remediation and the anticipated future expenses for remediation. Based on the most reliable information available, the conclusion is that the land has no market value.
