New Dashboard Sheds Light on State Vacancies and Lapsed Salaries in North Carolina
The North Carolina Office of the State Auditor has unveiled a new tool designed to increase transparency in state government operations. This initiative, the Division of Accountability, Value, and Efficiency (DAVE), has introduced a dashboard that publicly displays the long-term vacancies within state agencies and the financial implications of these unfilled positions.
In line with Session Law 2025-89, this dashboard meets the requirement of reporting on state government vacancies lasting six months or more, with associated lapsed salaries, by the end of December 2025. The dashboard is structured into several informative sections:
- The Summary Page tab highlights the total count of long-term vacancies as recorded on August 6, 2025.
- The Data View tab provides a detailed breakdown of state agencies, illustrating the number of long-term vacancies and the lapsed salaries based on funding type.
- In the Additional Data section, users will find further details on vacancies and lapsed salaries, including the proportion of positions slated for elimination and those that have never been advertised.
Data submitted to DAVE by state agencies indicates that, as of August 6, 2025, there are over 8,800 long-term state vacancies, resulting in $1.04 billion in lapsed salaries.
“Since day one, the State Auditor’s Office has been committed to providing the public with new tools and resources that inform North Carolina citizens about how their government operates,” stated State Auditor Dave Boliek. “This new dashboard brings transparency to the dollars and cents behind vacancies in state government. The new division will continue to evaluate areas where government can provide the best return on taxpayer dollars.”
The Division of Accountability, Value, and Efficiency is set to publish a comprehensive report in January, offering a detailed analysis of long-term vacancies and lapsed salaries. This report will include input from the state agencies subject to the evaluation.
