Governor Josh Stein Announces New Appointments Across Various Boards and Commissions
In a move to bolster leadership and expertise across North Carolina, Governor Josh Stein has announced several appointments to key boards and commissions. These appointments reflect a diverse range of experience and professional backgrounds, aimed at enhancing governance and community service throughout the state.
North Carolina State Licensing Board for General Contractors
Adam J. Zinn of Orange County has been appointed as a residential construction expert. With three decades of experience in land development and building, Zinn’s focus has been on single-family housing, bringing substantial industry knowledge to the board.
North Carolina Board of Occupational Therapy
Zulena Staton of Pitt County has been designated as a licensed counselor, educator, or school-based professional. Currently serving as a school counselor at Pitt Academy in Greenville, Staton has also been recognized as the inaugural 2025–2026 Pitt County Schools School Counselor of the Year and has previously led the North Carolina School Counselor Association.
Governor’s Crime Commission
Among the new appointees, Chief Roberto E. Bryan Jr. of Cumberland County joins as a police executive. With over 32 years in law enforcement, Bryan is the chief of police at the Fayetteville Police Department and has previously worked at Fayetteville State University.
Chief Lawrence Capps of Wake County also joins as a police executive. Serving as chief of police for the Knightdale Police Department, Capps is a graduate of the FBI National Academy and has extensive experience in law enforcement leadership.
Michael S. O’Connor of Wake County is appointed as a representative of the Private Juvenile Delinquency Program. O’Connor’s role as vice president of business development and marketing at New Hope Treatment Centers positions him well for this appointment.
Michael Yaniero of Onslow County serves as a municipal government official. With over 40 years in public service, Yaniero has been recognized with the 2025 North Carolina Chief Association Lifetime Achievement Award and other honors for his contributions.
Historic Hillsborough Commission
Sally Greene of Orange County has been appointed as an at-large member. Greene’s experience as commissioner-at-large for the Orange County Board of Commissioners and her previous service on the Chapel Hill Town Council bring valuable insights into housing policy and local governance.
Marshall Brown of Wake County joins as an at-large member. An urban planner with a focus on urban history and historic preservation, Brown’s expertise is augmented by his involvement with the Alumni Council for the Tulane School of Architecture and Built Environment.
Global TransPark Authority
Jordan Whichard IV of Wake County has been appointed to represent the economic development industry. His experience as vice president at NP Strategy and former chief deputy secretary of the North Carolina Department of Commerce underscores his capability in this sector.
Juvenile Justice Planning Committee
Alvarys Santana of Cabarrus County is the newly appointed elected official representing general purpose local government. As a Concord City Council member and chair of the Cabarrus County Juvenile Crime Prevention Council, Santana brings a wealth of experience in juvenile justice initiatives.
North Carolina State Board of Examiners for Plumbing, Heating and Fire Sprinkler Contractors
Bernie Leroy Parsons II of Mecklenburg County has been appointed as a fire sprinkler contractor. With over 35 years in the field, Parsons currently works in contract sales for Wayne Automatic Fire Sprinklers, Inc. and has been honored by the North Carolina Fire Sprinkler Association.
North Carolina Criminal Justice Information Network Governing Board
Chief Lynn Gay of Johnston County is appointed as a representative of the North Carolina Association of Chiefs of Police. With a career spanning nearly three decades at the State Bureau of Investigation, Gay now leads the City of Dunn Police Department.
Roanoke River Basin Bi-State Commission
Mayor Charlotte Griffin of Martin County has been appointed as a North Carolina resident residing within the basin. Griffin has served as mayor of Bear Grass since 2003 and holds leadership roles in various community committees.
North Carolina Task Force on Child Care and Early Education
Kristi L. Snuggs of Johnston County joins as a child care resource and referral network representative. With a rich background in early childhood educational leadership, Snuggs brings her expertise as president of Early Years and deputy director of the Division of Child Development and Early Education.
