The University of Iowa is actively seeking proposals for its fiscal year 2028 P3 projects, aligning with its 2022-2027 Strategic Plan. Interested parties have until November 13 to submit their preliminary proposals.
Selected initiatives are set to commence on July 1, 2027, with durations ranging from one to three years. The selection process involves a two-stage competitive application, ensuring only the most suitable projects receive P3 funding.
Prospective applicants are invited to attend informational sessions on September 25 or October 22 for guidance on crafting compelling proposals.
Application Process
Preliminary proposals must be submitted through Workflow and should include the following:
- Project title
- Project lead’s name, title, and college/unit
- Names, titles, and colleges/units of project collaborators
- Budget information
- A summary outlining the project’s purpose, impact, and alignment with P3 project criteria
- Performance measures, including key indicators of progress, milestones, and timeline
Applicants are advised to discuss their proposals with collegiate deans or central unit leaders before submission, ensuring a clear link to the UI strategic plan.
The Strategic Plan Action and Resource Committee (SPARC) will evaluate preliminary proposals and provide recommendations to the executive vice president and provost.
Project leads will be informed by December 14 if they are invited to proceed to the full application stage, with complete applications due by March 10, 2027.
P3 Funding
In 2020, the University of Iowa established a substantial endowment from its $1 billion partnership with ENGIE North America and Meridiam to manage the utility system. This endowment supports projects advancing the university’s strategic objectives.
For FY 2028, up to $15 million in nonrecurring funds will be available through the UI Strategic Initiatives Fund (P3). Unallocated funds might be used for academic infrastructure or other strategic initiatives.
