Honoring Jimmy Carter’s Legacy: Delaware County and Habitat for Humanity’s Commitment to Affordable Housing

Delaware County, PA – In a ceremony filled with purpose and reflection, Delaware County leaders and community members gathered to honor former President Jimmy Carter’s significant advocacy for affordable housing. This event, held on January 23, highlighted ongoing efforts to provide safe and affordable homes, a vision that the County shares with Habitat for Humanity of Montgomery and Delaware Counties (HFHMDC).

Taking place the day after Martin Luther King Day, the event echoed Dr. King’s call for community service and celebrated President Carter’s longstanding dedication. Attendees, including officials such as Media Borough Mayor Bob McMahon and County Controller Joanne Phillips, left messages on a symbolic 8-foot door, representing the opportunities Carter’s efforts have opened for many.

President Carter and his wife Rosalynn began their journey with Habitat for Humanity in 1984, contributing to housing projects worldwide. Delaware County has embraced this vision, working closely with HFHMDC to implement crucial housing programs.

Local Partnerships in Action

Delaware County’s collaboration with Habitat for Humanity began in 2020, with a Community Development Block Grant (CDBG) funding a home repair initiative. This partnership grew in 2022, with support stabilizing 20 households.

“President Carter’s legacy is a testament to the profound impact of service,” expressed Dr. Taylor. The efforts of the Office of Housing and Community Development (OHCD) and Habitat for Humanity were praised for their role in providing safe housing in Delaware County.

In 2023, the County expanded its commitment by funding new residences in Lansdowne and designating HFHMDC as the administrator of the Whole Home Repair Program. Supported by state funds and a $2.7 million contribution from the American Rescue Plan Act (ARPA), this program aims to stabilize at least 120 homes with necessary repairs. Since its launch in October 2023, 19 homes have been rehabilitated, with 37 more undergoing improvements.

Philip Welsh, OHCD Director, emphasized the importance of housing: “Safe and stable housing is the foundation for healthy families and vibrant communities.”

Keith Sterling, HFHMDC CEO, remarked on the significance of their partnership, especially in the context of honoring President Carter’s work: “It is fitting that we are reflecting on the efforts of President Carter to advocate for affordable and attainable homes for historically disinvested communities.”

Aligning with Carter’s belief in housing as a human right, the County plans to continue its collaboration with Habitat for Humanity to foster equitable communities.

Efforts in Lead Abatement and Housing

Delaware County is also tackling lead hazards, having completed a HUD grant project that addressed lead issues in 33 homes, aiding 47 children. With $826,222 from HUD and $87,822 from the County, this initiative will be expanded with a new grant to further assist renters and homeowners.

Public Invitation and Memorial Display

The memorial honoring President Carter, previously displayed at the Government Center Complex, will now be at One Montgomery Plaza in Norristown for public viewing until mid-February. The community is encouraged to visit and sign the memorial.
