Presidential Disaster Declarations Allow D-SNAP Aid for Iowans

Amid the aftermath of the destructive storms that occurred in Iowa, two Presidential Disaster Declarations have paved the way for potential assistance to those affected. Residents in specific areas of Iowa might be eligible for the Disaster Supplemental Nutrition Assistance Program (D-SNAP) following these weather events.

The Iowa Department of Health and Human Services (HHS) has been authorized to initiate D-SNAP benefits for those residing in certain ZIP codes impacted by the tornadoes and severe weather on April 26-27 and May 20-21.

April 26 Storms

Those who were residents in the ZIP codes 50213, 50327, 50801, 50863, 50854, 51503, 51526, 51527, 51537, 51542, 51548, 51553, 51557, 51561, 51564, 51570, and 51578 during the April 26-27 storms, and who meet income and resource criteria between April 26 and May 25, may qualify for D-SNAP benefits. SNAP recipients from April 2024 impacted by these storms can apply by calling 515-420-6048 between June 25 and June 29.

May 20-21 Storms

Individuals residing in ZIP codes 50007, 50046, 50201, 50849, and 50864 during the May 20-21 storms, and who fit the eligibility criteria regarding income and resources between May 20 and June 18, may also be eligible for D-SNAP. Those who received SNAP benefits in May 2024 and were affected can apply by calling 515-420-6048 between June 25 and June 29.

Eligible participants will receive food assistance on an EBT card, equating to the maximum SNAP benefit for their household size, usable at SNAP-authorized retailers, including farmers markets and select online retailers. For a list of authorized retailers, please see the USDA SNAP retailer locator.

D-SNAP has distinct eligibility criteria from regular SNAP, allowing those who do not typically qualify for SNAP to receive aid if they faced disaster-related expenses such as income loss, home or business repairs, or temporary shelter costs.

Income Limits

A household’s net income must not exceed the specified limits for their size during the eligible period:

April 26 – May 25 for the April storms

Unreimbursed disaster-related expenses can be deducted from the household’s net income.

3 $2,942
4 $3,380
